Sub-committees

PIPA’s thematic working spaces, sub-committees let members dig deeper into a regional issue with wide operational autonomy.

How a sub-committee is created

The statutes provide two ways to initiate the creation of a sub-committee.

At the request of members

A quarter of full members can request the creation of a sub-committee on a given topic.

or

At the request of the Board

The Board may also initiate the creation of a sub-committee as part of its responsibilities.

Wide operational autonomy

Each sub-committee freely defines the following, in alignment with PIPA’s statutes.

Objective

The topic and scope of the sub-committee

Membership

The members taking part in it

Procedures

Internal operating rules

Voting

Its own decision-making process

Automatic observer status

When a sub-committee does not include all PIPA members, the other members are automatically granted observer status — they can follow the work without having been formally included.

Accountable to the General Assembly

All sub-committees report annually on their activities to the General Assembly.
