PIPA’s ultimate decision-making body, the General Assembly brings together all member delegations each year to steer, decide, and drive the Assembly forward.

Its powers

As PIPA’s ultimate decision-making body, the General Assembly holds the Assembly’s most structuring decisions.

Adopts key texts

The statutes and their amendments, the annual budget proposed by the Board, and resolutions presented by members or the Board.

Approves members

It approves new members and observers, and decides on the suspension or exclusion of a member.

Reviews performance

It reviews the previous year’s activities and expenditure, based on the Board’s report.

Elects the Board

It elects the Board’s five members every two years, and nominates a Chair among them.

How it meets

The annual ordinary session can be supplemented by extraordinary sessions.

Ordinary session

Once a year, in person, upon convocation by the President of the General Assembly.

Extraordinary sessions

Convened at the request of a majority of members or the Board, based on a specific agenda. They may be held virtually.

Host member

The member hosting the annual General Assembly commits to organising it in close collaboration with PIPA’s Secretariat, under the supervision of the Board, and provides resources to that end.

The rotating presidency

The President of the General Assembly changes each year, following a handover mechanism set out in the statutes.

A member is elected President for the following year, among the members attending the GA.

The designated legislature hosts the following General Assembly.

The outgoing President becomes ex officio Deputy President of the General Assembly.

PIPA’s first General Assembly

PIPA’s very first General Assembly is held in Tahiti, the institution’s headquarters, from 7 to 11 September 2026.
